Abu Dhabi: The Ministry of Human Resources and Emiratization (MOHRE) in the UAE has rolled out six new licensing conditions for recruitment agencies, making it more challenging for firms to obtain permits. These agencies, which are essential in sourcing temporary and permanent workers, must now meet stricter standards designed to protect both employees and employers from exploitation.
Key Licensing Conditions:
Criminal Record Check:Applicants or partners in legal entities must not have been convicted of crimes such as dishonesty, human trafficking, or employment-related offenses. Exceptions may apply for those who have been rehabilitated or have served a sentence for at least one year.
Bank Guarantee Requirement:Agencies are required to submit a bank guarantee. The amount depends on the license type — AED 300,000 for employment intermediation and AED 1,000,000 for temporary staffing or combined licenses.
Credit Report Submission:Applicants must provide a credit report from an authorized body to confirm financial responsibility and sound business practices.
Written Declaration:Applicants and their partners must declare that they are not employed by the Ministry nor related to any Ministry staff (including spouses and second-degree relatives).
Business Location:A clear and suitable business address is mandatory for operations.
Document Accuracy:All documents submitted must be valid and accurate.
Steps to Obtain a License:
Log in using the UAE Digital Identity System.
Apply for the required service through the official portal.
Ensure all necessary documents are submitted.
Address any deficiencies as advised by MOHRE.
Upon meeting all requirements, the applicant will be notified to proceed with payment.
Pay the license fee based on the license type and submit the required bank guarantee or insurance.
