New Law by Sheikh Mohammed to Resolve Emiratis’ Home Building Disputes from January 2026

Dubai: UAE Vice President, Prime Minister, and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, has issued a new law to resolve disputes arising from home construction contracts involving Emirati citizens.

The law is designed to enhance citizens’ welfare, ensure social stability, and address conflicts swiftly so that housing projects are not delayed. It introduces an alternative dispute resolution system that protects the interests of all parties, helps settle conflicts amicably before reaching court, and encourages continued cooperation between contract partners.

By offering alternative solutions instead of traditional litigation, the new law aims to keep construction projects moving without interruption and ensure that homes are completed and handed over to owners on time.

Dispute Resolution Mechanism

Under the new law, a special section will be set up within Dubai Courts’ Amicable Dispute Settlement Center to handle disagreements related to Emiratis’ home construction contracts. This section will conduct mediation within 20 days, which can be extended for another 20 days if both parties agree.

Qualified mediators will manage this process. If mediation fails, a committee consisting of a judge and two experts will resolve the dispute within 30 days, with the possibility of a similar extension if needed. Any decision made by the committee can be appealed to the Court of First Instance within 30 days.

This law will come into effect on January 1, 2026.
