Kuwait Issues 35,000 Exit Permits for Expatriate Workers Under New Rule

Kuwait: Informed sources at the Public Authority for Manpower have confirmed that approximately 35,000 exit permits have already been issued for expatriate workers holding Article 18 residency since the new mandatory exit permit system officially came into force today, July 1.

The new requirement is part of ongoing efforts to regulate the labor market, manage the movement of expatriate workers, and ensure that departures from the country are legal and organized.

Workers are required to submit exit permit requests through the “Sahl Individuals” app or the “Ashal” labor portal website. Employers must then approve the requests via the “Sahl Business” app or the “Ashal” service for companies, in line with the procedures set by the Authority.

The sources emphasized that this measure aims to balance labor supply and demand and strengthen compliance with Kuwait’s residency and employment laws.
