Dubai: The highly anticipated 5th PPP MENA Forum will be held from September 10th to 11th, 2025, at Jumeirah Emirates Towers in Dubai, reinforcing its status as the Middle East’s leading gathering for advancing public-private partnership (PPP) strategies and infrastructure investment.

Organized by Great Minds Event Management, this year’s forum comes at a critical moment as MENA nations accelerate efforts to diversify economies and upgrade infrastructure. Over 400 participants — including top policymakers, investors, project developers, contractors, and sector experts — are expected to attend two days of discussions, networking, and knowledge exchange.

More than 150 government officials and 40 internationally recognized speakers will share insights on how PPPs can address pressing needs in energy, healthcare, real estate, logistics, transportation, and digital transformation.

The 2025 edition will spotlight fast-growing sectors such as renewable energy, water security, smart cities, logistics, education, and healthcare, while also tackling topics like women’s leadership in infrastructure, municipal collaborations, and global governance models for successful PPP implementation.

Under the theme ‘Driving Progress from MENA to the World,’ the forum will examine evolving procurement frameworks, new investment trends, and real-world case studies that are influencing the next era of PPPs.

Leila Masinaei, Managing Partner at Great Minds Event Management, emphasized that the forum is a catalyst for actionable change, bringing together stakeholders to turn strategies into impactful projects across the region.

Nasser Massoud, Chairman of the MENA PPP Forum, highlighted that with hundreds of projects in the pipeline worth billions of dollars, the event offers timely insights into adapting procurement and project delivery methods to ensure sustainability and cost-effectiveness.

The comprehensive agenda includes strategies to boost economic growth through infrastructure-centric PPPs, enhance community well-being in education and healthcare, and advance digital and service-based partnership models. Attendees will also gain valuable updates on regional investment opportunities and upcoming mega-projects.

Supported by industry-leading sponsors and partners such as INFRA, TRIBE, Plenary, and Affinitext, the forum aims to strengthen collaboration among stakeholders and promote robust, future-ready infrastructure solutions for the MENA region and beyond.

By bringing together decision-makers and innovators, the 5th PPP MENA Forum reaffirms its role as a trusted platform to turn vision into actionable partnerships that drive sustainable development and economic resilience across the Middle East.
