Dubai Launches Phase 2 of Zero Bureaucracy Drive to Boost Government Efficiency

Dubai: The Ministry of Energy and Infrastructure (MoEI) has officially rolled out the second phase of its ambitious Zero Bureaucracy Program. Announced at the inaugural Zero Bureaucracy Forum 2025 in Dubai, the initiative aims to further simplify government processes by cutting unnecessary steps, reducing paperwork, and speeding up service delivery, with the ultimate goal of surpassing public expectations.

The forum gathered top MoEI officials and key stakeholders to strengthen collaborative efforts in line with the UAE’s national development goals. A notable highlight was the introduction of the Minister’s Zero Bureaucracy Award, designed to reward departments and employees who excel at simplifying procedures and elevating the customer experience.

The first phase of the program delivered significant results: over 690 teams from 30 government bodies scrapped more than 4,000 redundant steps, cutting service times by 70% and streamlining around 200 million transactions yearly. These improvements saved AED 1.12 billion ($304 million) and 12 million working hours, with high-performing teams receiving AED 7 million ($1.9 million) in recognition.
