Kuwait introduces community service as alternative to traffic fines

Kuwait has introduced significant amendments to its Traffic Law through Ministerial Resolution No. 1497 of 2025, establishing alternative penalties for certain traffic violations. The new provisions allow courts to sentence offenders to community service or damage repair instead of imposing traditional fines or imprisonment, marking a progressive shift in judicial approaches to traffic offenses.

Under the amendments, violators may be assigned to perform various tasks across multiple government entities based on the nature of their offense and personal circumstances. These include participating in traffic awareness campaigns with the General Traffic Department, assisting in health awareness campaigns with the Ministry of Health, supporting educational activities with the Ministry of Education, or contributing to environmental cleanup initiatives with the Public Environment Authority.

The alternative sentencing options also encompass roles in social welfare activities with the Ministry of Social Affairs, religious activities with the Ministry of Islamic Affairs, and infrastructure maintenance with the Ministry of Public Works. Additionally, offenders might be assigned to technical tasks such as documenting electricity meter data or vocational training programs organized by relevant authorities.

The amendments further authorize courts to mandate attendance in awareness and rehabilitation programs aimed at modifying irresponsible traffic behavior. These comprehensive changes, which take effect one month after publication in the Official Gazette, represent Kuwait's commitment to restorative justice and behavioral rehabilitation while maintaining accountability for traffic violations. The General Traffic Department will coordinate implementation with various government agencies and public benefit associations.
